“The PPSRNP is managed by the City through a multi-sect Protected Area Management Board (PAMB), a policy making body that provides policy directions and other oversight functions. The PAMB has 17 members. It is chaired by the City Mayor and is composed of representatives from PENRO-DENR, CENRO-DENR, PCSDS, City Council, City ENRO, City PDO, Barangay Cabayugan, Bgy. Marufinas, Bgy. Tagabinet, Bgy. New Panggangan, Cabayugan CADC, Cayasan CADC, Marufinas Tribal Council, Haribon-Palawan, Tagbalay Foundation, Peoples Organization.”
Vision of the Park

PPSRNP: A Model Natural World Heritage Site
The underground river and the significant forest ecosystems were the focus of interest in establishing the PPSRNP. These were taken into consideration when the mission of the PPSRNP was formulated. The Mission of the PPSRNP is
“To conserve the Park and the Underground River in its natural state through community participation in biodiversity conservation and sustainable development.”
To realize the Vision and achieve its mission, 8 Management Programs were identified. They are Habitat and Ecosystems Management, Protection and Law Enforcement, Research and Monitoring, Information and Public Awareness, Development and Community Participation, Tourism and Visitor Management, Regional Significance, Institutional Organization, Development and Administration.
Management History
Management of the PPSRNP was transferred from the Department of Environment and Natural Resources (DENR) to the City Government of Puerto Princesa based on a Memorandum of Agreement (MOA) was signed between DENR Sec. Angel C. Alcala and City Mayor Edward S. Hagedorn on December 16, 1992. It has the distinction of being the first national park devolved and successfully managed by a local government unit. It is a model for effective protected area management and sustainable tourism in the Philippines.

Funding
A Trust Fund has been created for the PPSRNP. All income generated from collection of fees are deposited into the Trust. Disbursement is strictly for management purposes and is based on a management plan approved and adopted by the PAMB. The PPSRNP has been self sustaining its operations since 2008.
