The PPSRNP is managed by the City through a multi-sect Protected Area Management Board (PAMB), a policy making body that provides policy directions and other oversight functions. The PAMB has 17 members. It is chaired by the City Mayor and is composed of representatives from PENRO-DENR, CENRO-DENR, PCSDS, City Council, City ENRO, City PDO, Barangay Cabayugan, Bgy. Marufinas, Bgy. Tagabinet, Bgy. New Panggangan, Cabayugan CADC, Cayasan CADC, Marufinas Tribal Council, Haribon-Palawan, Tagbalay Foundation, Peoples Organization.

The Park has a staff of 50. The Park Superintendent is the chief operation officer of the Park. He is responsible for the day to day operations and is directly answerable to the Chairman and the PAMB. To further emphasize local participation, management has a policy of giving priority to local community at least 80% of the staff are from the surrounding communities.

The underground river and the significant forest ecosystems were the focus of interest in establishing the PPSRNP. These were taken into consideration when the mission of the PPSRNP was formulated. The Mission of the PPSRNP is:

They are Habitat and Ecosystems Management, Protection and Law Enforcement, Research and Monitoring, Information and Public Awareness, Development and Community Participation, Tourism and Visitor Management, Regional Significance, Institutional Organization, Development and Administration.
